25 oil‑exporting states tied to 'Israel’s' genocide in Gaza: Report
A new report reveals that "Israel" received over 21 million metric tons of oil during its aggression on Gaza, with key suppliers including the US, Russia, and Azerbaijan.

A new report by Oil Change International has accused 25 oil-exporting states of enabling "Israel’s" two-year war on Gaza by supplying millions of tonnes of crude and refined petroleum products, warning that fossil-fuel flows are directly entangled in what UN bodies have determined to be genocide.
The analysis, titled Behind the Barrel and released on the sidelines of the UN climate summit in Brazil, found that between November 1, 2023, and October 1, 2025, "Israel" received 323 shipments totaling 21.2 million metric tons of oil products.
According to the report, Azerbaijan and Kazakhstan were the dominant suppliers of crude, accounting for 70% of total deliveries. Russia, Greece, and the United States emerged as the top exporters of refined fuel. The US was the sole supplier of JP-8, a specialized jet-fuel blend used by military aircraft.
“States risk becoming complicit in genocide under international law,” said Shady Khalil of Oil Change International, noting that the same fossil-fuel system accelerating climate breakdown is also “enabling violence.” The group commissioned Data Desk to conduct the investigation.

Irene Pietropaoli, a senior fellow at the British Institute of International and Comparative Law, stressed that states are obligated to comply with the ICJ’s provisional measures. “States must consider that their military or other assistance to Israel’s operations in Gaza may expose them to liability for complicity in genocide," she said.
Asked whether a distinction should be made between fuel for civilian versus military use, Ana Sanchez Mera, coordinator of the Global Energy Embargo for Palestine, argued that such a separation is artificial.
"It is one system of settler-colonial occupation,” she said, pointing to "Israel’s" electricity network, partly powered by coal.
Some governments have already begun distancing themselves from "Israel’s" energy supply chain. In August 2024, Colombian President Gustavo Petro formally suspended coal exports to "Israel". Though official data show Brazil last shipped oil directly to "Israel" in March 2024, the head of the Rio de Janeiro Oil Workers Union has claimed that Brazilian oil may have been rerouted through Italy.
