Security Council session on the escalatory situation in Ukraine
The UN Secretary-General confirms that Ukraine was not ready for dialogue on Lugansk and Donetsk.
UN Secretary-General Antonio Guterres declared that the UN personnel in Ukraine "must be protected and provide aid to the people."
In his speech today, Monday, during a Security Council session on the situation in Ukraine, Guterres said that "humanitarian aid is vital, but not the solution."
He considered that dialogue should remain an option to reach a solution, hoping that the ongoing talks between the two sides in Belarus will lead to a solution.
Guterres called for addressing problems, not escalating them.
Ukrainian delegate Sergey Kislitsa: Russia "started the war"
The Ukrainian delegate to the United Nations stated that a huge political force "launched an attack on a neighboring country to invade it," accusing the "Russian army of bombing Kharkiv, the second-largest city in Ukraine."
Kislitsa accused Putin's order to put nuclear power on standby as "insane", emphasizing that "Russia is using all its military capabilities to attack Ukraine."
The delegate claimed that Russian missiles are "targeting basic infrastructure and civilians in Ukraine... we cannot estimate the death toll in the country."
Kislitsa believes that "what is happening in Ukraine will have a direct impact on Europe", and that "it's time to act and help Ukraine, which is paying the price for world peace."
Russia's Vassily Nebenzia: Ukraine is using human shields
On his part, the Russian Permanent Representative to the UN, Vassily Nebenzia, said at the Security Council meeting that Russia voted against holding an emergency special session of the UN General Assembly on Ukraine because its proponents offered to concede that the Security Council cannot maintain peace and security.
"The draft has no slightest hint of an attempt to find a constructive solution within the Council. Two days ago, we vetoed another draft resolution for the same reason – it was lopsided and misbalanced. This time we saw no new initiatives either," he said.
Nebenzia confirmed that Ukrainian nationalists hide behind the civilians of Ukraine, using them as a human shield, which is a violation of international humanitarian law.
"There is numerous evidence, disseminated by ordinary Ukrainians, proving that nationalists, despite people’s protests, deploy heavy equipment and multiple rocket launchers in residential quarters," he said.
"This is a blatant violation of the international humanitarian law that must be duly condemned. It is the same tactics as that of ISIL terrorists. All responsibility for possible consequences rests with the Maidan regime," the envoy stressed.
Fake news on the media
According to Nebenzia, millions of phony news stories concerning Russia's military activity in Ukraine have been distributed on social media.
"Today we witness an information war on Russia in social media. Since there are no proofs that Russian military destroy civilian infrastructure, Ukrainian strikes and occasional hits are presented as such, as well as photo and video footage from Donbas that again depict crimes committed by Ukrainian nationalists," the diplomat said.
