How far would "Israel" go to evade justice?

The ICC's latest arrest warrant against Netanyahu was ground-breaking because who dares prosecute "Israel", right? For years, the occupation has gotten away with crimes against the Palestinians. But the question here is - did no one dare to prosecute "Israel" or did the occupation entity do everything to evade justice?
