Trump wages secret wars, Congress left in the dark
A notice reveals US President Donald Trump has declared the US to be in a state of "non-international armed conflict" to fight "designated terrorist organizations." This radical move appears to authorize the Department of War to conduct operations, essentially using the "War on Drugs" as a pretext for executions on boats in the Caribbean under the law of armed conflict. Done without congressional approval, this allows the US to recklessly kill people in international waters based solely on US intelligence.
