According to state media, the boat overturned due to strong winds and rough waters brought on by an unexpected thunderstorm.
The official Vietnam News Agency reported that all passengers were Vietnamese nationals, including a large group of children from Hanoi.
Survivors describe moments of terror
One survivor, Dang Anh Tuan, told the Associated Press he escaped by diving out of a window as the water flooded in. “It rained for about 15 minutes, and then the boat started to shake vigorously… Seconds later the boat overturned,” he said. “Water gushed in and I lost all orientation.”
Tuan survived by clinging to the boat’s overturned hull with three others for hours until rescue teams arrived. A 14-year-old boy was also found alive after being trapped inside the capsized boat for four hours.
