The forum traditionally brings together Defence Ministers, Heads of International organizations, nongovernment experts, and the world’s think-tank representatives.
The Russian Ministry of Defense Said in the statement that "The program of the forum includes the most urgent issues of the contemporary global and regional security agenda."
Russian President Vladimir Putin said in a speech at the conference, "Unfortunately, geopolitical fluctuations are growing, the erosion of international law continues, and attempts to use force to achieve selfish interests do not stop."

In his opening speech, Russian Defense Minister Sergei Shoigu warned of the danger of forming global alliances on the basis of 'friend' and 'enemy'.
"A will is being dictated to Southeast Asian countries to establish a NATO-style alliance," Shoigu said.
The Secretary-General of the United Nations, Antonio Guterres, will also send a telegram to the participants, which has been boycotted for several years by representatives of Western countries and organizations, in light of the confrontation with Russia over Ukraine.
