The Arab Organization for Human Rights in the UK (AOHR) demanded on Wednesday the immediate dissolution of the Gaza Humanitarian Foundation, stressing that it operates in close coordination with the Israeli military and intelligence services, serving as a tool of displacement, starvation, and control rather than humanitarian relief.
In an official statement, AOHR UK asserted that the foundation’s establishment outside the United Nations framework and its timing during the ongoing genocide in Gaza signal a deliberate attempt to bypass international humanitarian standards.
"Its real purpose," the statement read, "is to increase the starvation and humiliation of the population; contribute to the displacement of Palestinians; increase their suffering; and even to kill them when they approach food parcel distribution sites."
While the UN currently operates over 400 aid distribution points across the Gaza Strip, the Gaza Foundation has set up just four, exclusively in the south, thus forcing civilians to migrate southward in search of food.
Violence near aid centers raises war crimes allegations
Since its establishment in February 2025, the Gaza Humanitarian Foundation has faced widespread criticism. AOHR UK said the foundation was designed "to undermine the role of the United Nations and its partner organisations, and to weaponise humanitarian aid in service of genocide."
Citing multiple incidents near the Tal al-Sultan aid distribution center in Rafah, AOHR UK noted that hundreds of civilians have been killed or injured by Israeli occupation forces in the area since the Foundation began operating there in May.

"The regularity of such shootings has made violence against aid seekers a tragically familiar scene," the statement said, adding that the foundation has failed to take any reasonable measures to prevent such incidents or withdraw its operations.
According to AOHR UK, "The involvement of the Foundation’s officials in war crimes is undeniable. Under international law, the distribution of humanitarian aid must remain independent of occupation forces," emphasizing that the foundation’s collaboration with the occupation directly violates this principle.
AOHR urges UK and ICC to launch investigations
AOHR UK called on the UK’s Counter Terrorism Command (SO15) to open an investigation into David Babazian, a UK resident and registered Geneva branch director of the foundation.
The organization accuses Babazian of complicity in war crimes and of leading an entity that has weaponized humanitarian assistance in support of Israeli military objectives.
Furthermore, AOHR UK confirmed it is preparing a formal complaint to submit to the Office of the Prosecutor at the International Criminal Court (ICC). The complaint will request a full investigation into the alleged crimes committed by officials of the Gaza foundation, specifically their role in the occupation’s genocidal campaign in Gaza.
The statement cited grave violationsm including starvation, forced displacement, torture, and the deliberate killing of civilians, emphasizing the need for accountability through international legal mechanisms.
