Hamas, 'Israel' reviewing 60-day truce proposal: Exclusive

The proposed ceasefire plan outlines a roadmap for rebuilding Gaza, releasing captives in phases, and launching talks on long-term governance, with the US positioned as guarantor.

Both Hamas and the Israeli occupation are currently reviewing a ceasefire proposal put forward by Palestinian-American mediator Dr. Bishara Bahbah, a senior Palestinian leader confirmed to Al Mayadeen.

Bahbah's proposal, submitted in coordination with and approved by US envoy Steve Witkoff, outlined a comprehensive framework for a 60-day ceasefire, including the release of 10 Israeli captives in two stages and the initiation of direct talks aimed at ending the war on Gaza.

Hamas instead proposed a 70-day ceasefire, in which five live captives and five deceased captives would be released in two stages. Both versions include mechanisms to facilitate humanitarian access and reduce assaults.

According to the Palestinian leader, the original plan envisions that the first phase of the captive release would occur on day one of the ceasefire, followed by the second on day seven. The truce would also ensure the daily entry of aid trucks into Gaza.

The proposal also requires Hamas and other Palestinian factions to refrain from "any hostile action" against "Israel" during the ceasefire period. This includes a commitment to halt the use, development, and smuggling of weapons.

Talks held during the truce would center on two key issues. The first involves a commitment by Hamas to refrain from launching any attacks on "Israel" during or after the ceasefire. The second focuses on establishing a long-term political framework, which includes the formation of a technocratic government, the reconstruction of Gaza, and the development of a comprehensive roadmap to resolve the broader Palestinian struggle.
 
The United States would serve as a guarantor of the ceasefire's implementation, provided both parties continue negotiations in good faith. Furthermore, the Palestinian leader told Al Mayadeen that "Israel" has agreed in principle to the number of Palestinian prisoners or detainees to be released and the proposed schedule.

The mediating team, led by Dr. Bahbah and Steve Witkoff is currently awaiting final responses from the parties involved. A response from Washington is expected later today and is likely to be positive, according to the Palestinian source.
