Kherson Region no longer under Kiev’s jurisdiction - Official
As per the Deputy head of the regional military-civil administration, Kirill Stremousov, Kiev’s administrative decisions no longer affect the Kherson Region.
Deputy head of the regional military-civil administration, Kirill Stremousov, told Sputnik that the Kherson Region stopped being under Ukraine's jurisdiction, adding that Kiev’s administrative decisions do not affect it any longer.

"All the decisions of the Nazi elite, who has settled in Kiev, are not just not a decree for us, these decisions are criminal in nature. The Kherson region is in fact no longer under the jurisdiction of the Nazi elite that seized power in Ukraine. We do not take any statements of the Kiev regime seriously at all, since they crossed the line of ethics and morality, having started to shell the peaceful Kherson region, rejoicing at the destruction and casualties among civilians," Stremousov said.
He added that the head of the Kherson administration that Kiev appointed is a "virtual" governor with no real authority and will never arrive in Kherson.
After the Donetsk and Lugansk People's Republics demanded help from Russia amid intensive offensives by Ukrainian troops, the Kherson Region and most of Zaporozhye region of Ukraine became controlled by Russia's military.

The head of the administration of the Zaporozhye Region, Yevgeny Balitsky, signed a decree in July, announcing the start of preparations for a referendum on joining Russia and the creation of an election commission to conduct elections.
A referendum was also declared by the Kherson Region government. The seven members of the body will each serve a three-year term.
