Kiev says it backs US draft despite unresolved disputes
Kiev signaled support for the core of Washington’s new settlement plan while allies voice concerns and key details remain under negotiation.

Ukraine has indicated that it is broadly aligned with the central principles of Washington's latest settlement framework for ending the war, according to reporting on Tuesday. Reuters, citing a Ukrainian official who requested anonymity, said Kiev accepts the "essence" of the initiative, even as talks continue over points that remain unresolved.
The remark came after CBS reported earlier in the day that, according to an American official, Kiev had agreed to the US plan but still needed to work through "minor details".
Allies Split Again
The US proposal, a multi-point framework that includes a ceasefire, revised territorial lines, restrictions on Ukraine's future military posture, and economic arrangements tied to reconstruction, has triggered intense deliberations in Kiev and among its allies. Washington and Kiev have already held several rounds of talks, with both sides attempting to refine the original text, which many European governments viewed as overly accommodating to Moscow's territorial demands.
European leaders have jointly warned that any settlement must not legitimize territorial changes imposed by force, and have raised concerns over limits on Ukraine's armed forces that could leave the country exposed in the long term. Several EU governments are also pushing for tighter, more explicit security guarantees than those outlined in the draft.
Russia, meanwhile, has welcomed the initial version of the US plan, describing it as the only meaningful basis for negotiations. The Kremlin has rejected European amendments as unacceptable and has framed the American proposal as a recognition of realities on the ground, even as Ukrainian officials publicly insist that they will not accept arrangements that entrench occupation.
