US Secretary of State Marco Rubio described recent discussions with a Ukrainian delegation in Florida as "productive," though he noted that substantial work remains in the pursuit of a long-term settlement to the Ukrainian conflict.
"Much work remains, but today was, again, a very productive and useful session. I think additional progress was made. We continue to be realistic about how difficult this is, but optimistic," Rubio stated following the meeting held near Miami.
Rubio emphasized that the objective of these negotiations extends beyond a ceasefire, aiming instead at securing lasting prosperity and sovereignty for Ukraine. He highlighted the importance of establishing enduring security guarantees for Kiev as a critical component of any eventual agreement.
Russia must be included in resolution process
Acknowledging the central role of Moscow in the conflict, Rubio affirmed that Russia must be "part of the equation" in reaching a comprehensive peace deal. To facilitate this, US special envoy Steven Witkoff is scheduled to travel to Moscow in the coming days.
"Obviously, there is another party involved here that will have to be a part of the equation, and that will continue later this week when Mr. Witkoff travels to Moscow," Rubio said.
He added that Washington maintains communication with Russian counterparts and has a "pretty good understanding" of Russia's stance regarding the Ukrainian settlement.
Leadership shift on Ukrainian side
Sunday's session also marked a transition in Ukraine's negotiation leadership. National Security Council Secretary Rustem Umerov led the delegation, replacing Andriy Yermak, who resigned following a domestic corruption scandal.
Umerov characterized the talks as constructive, stating, "We discussed all the important matters that are important for Ukraine, for Ukrainian people, and US was super supportive."
Setting the stage for long-term peace
The Florida talks come after approximately two weeks of dialogue that began with a US‑drafted peace framework, including a round of talks last Sunday in Geneva that produced a refined peace proposal.
The discussions were held at Shell Bay, a private club developed by Witkoff's real estate firm. Witkoff himself attended the meeting, along with former President Donald Trump's son-in-law, Jared Kushner.
While the US has pressed Ukraine to consider significant concessions, including potential territorial compromises, Rubio maintained that the broader goal remains a comprehensive and durable peace agreement that includes all relevant stakeholders.
