President Biden nominated Shea for these roles in January 2023. Shea previously served as the US Ambassador to Lebanon, Deputy Chief of Mission at the US Embassy in Cairo, and Deputy Principal Officer at the then-US Consulate General in occupied al-Quds.
She has also worked as the Director for Democracy and Human Rights on the National Security Council and as Special Assistant to the Special Envoy for War Crimes Issues at the US State Department.
In May 2023, a report by Intelligence Online reported that $1 billion was invested in expanding the embassy during her tenure. The website noted that the mega-complex would include a data-collecting facility, preparing the site to be the new regional headquarters for US intelligence.
The last months of her tenure as ambassador witnessed heightened levels of violence as the country was swept by outrage over US support and complicity in Israeli war crimes.
