Virginia Foxx, the chair of the House Rules Committee, said on Tuesday that the federal shutdown is set to enter a third week because of a stalemate in the Senate, and as many as 400,000 federal workers will receive their last partial paychecks.
"Today, 400,000 federal workers will receive partial paychecks. This will be the last paycheck that these federal workers receive until Democrats grow a spine and reopen the federal government," Foxx stated to reporters.
Last week, after seven unsuccessful votes to reopen the federal government, the director of the White House Office of Management and Budget, Russell Vought, announced the initiation of layoffs. The OMB said earlier in the day that it will proceed with layoffs of non-essential federal workers while maintaining pay for US troops and law enforcement.
On October 12, US President Donald Trump announced that he had issued an order to ensure active-duty military personnel receive their pay on October 15, despite the ongoing government shutdown which is now entering its second week.
On October 14, House Speaker Mike Johnson warned that the shutdown could become the longest in American history as he refused to negotiate with Democrats until they agree to reopen federal operations.
Warning that the nation was barreling toward one of the longest shutdowns in American history, reiterating that talks would only resume once Democrats "hit pause on their health care demands and reopen" the government.
Holding a majority in both chambers of Congress, Republicans accuse Democrats of using the vote on their already House-approved continuous resolution to roll back certain restrictions in the One Big Beautiful Bill, particularly concerning Medicaid and Medicare for undocumented immigrants.
Previously stating that he could leverage the government shutdown to implement significant staff and pay cuts, US President Donald Trump suggested that Democrats would bear the brunt of these consequences.
