The Gaza Humanitarian Foundation (GHF) has reportedly outlined a $2 billion proposal to build “Humanitarian Transit Areas” inside, and potentially outside, Gaza to temporarily house Palestinians, according to a plan reviewed by Reuters.
No guarantees were offered as part of the reviewed plan for the return of those to be "relocated" outside Gaza, prompting concerns that the plan was an expulsion attempt in disguise.
The aim, as described in the proposal, is to “replace Hamas’ control over the population” and provide large-scale, voluntary camps where Gaza residents could “temporarily reside, deradicalize, re-integrate and prepare to relocate if they wish to do so.”
Created sometime after February 11 for the US-backed group and shared with the Trump administration, the plan has reportedly been discussed at the White House, a source familiar with the matter told Reuters. The accompanying slide deck includes detailed implementation strategies, cost estimates, and references to supporting President Donald Trump’s broader “vision for Gaza,” which includes relocating parts of the population of 2 million to unspecified locations.
While no concrete relocation sites are named, a map in the presentation shows arrows pointing to Egypt, Cyprus, and other unnamed destinations labeled “Additional Destination?”
GHF has since denied authorship or submission of the proposal. In a statement to Reuters, the group said the slides are “not a GHF document” and that it is “not planning for or implementing Humanitarian Transit Areas.” GHF claims its sole focus is on food distribution in Gaza and studying general humanitarian strategies.
SRS, a for-profit contractor working with GHF, also denied any involvement, telling Reuters, “We have had no discussions with GHF about HTAs, and our ‘next phase’ is feeding more people. Any suggestion otherwise is entirely false and misrepresents the scope of our operations."
US-'Israel' plan to displace Gaza residents under humanitarian pretext
The Gaza government media office has denounced a covert US-Israeli scheme designed to forcibly relocate Palestinians, using the so-called Gaza Humanitarian Foundation and the Boston Consulting Group. It warns that those complicit in this scheme will be held responsible for any crimes committed against civilians.
The government media office has accused the Boston Consulting Group (BCG) and the Gaza Humanitarian Foundation of involvement in a US-Israeli scheme aimed at forcibly displacing Palestinian civilians under the deceptive guise of humanitarian aid.
The office issued an official statement referencing an investigation published by the Financial Times, which exposed details of a secret plan called "Aurora" involving a financial model designed to demographically empty the Gaza Strip by forcibly displacing more than half a million Palestinians through externally-funded "resettlement packages" that would be financed by foreign parties.
