Iran's Permanent Mission to the United Nations has condemned in the strongest possible terms the "unlawful use of force" by the United States against the sovereignty and territorial integrity of Iran.
In an official letter addressed to the UN Security Council and Secretary-General António Guterres, Iran declared that the United States, in full coordination with the Israeli regime, carried out "deliberate, premeditated, and unprovoked aerial strikes" on safeguarded nuclear sites in Fordow, Natanz, and Esfahan on June 21.
The Iranian letter states that US President Donald Trump personally "publicly acknowledged" responsibility for the "heinous attacks and illegal use of force" both on social media and during a White House press conference.
Israeli Role: A Serial Violator and Non-NPT State
The document sharply rebukes "Israel's" actions, calling it a "non-NPT party" with "undeclared, unsafeguarded nuclear capabilities" and a long record of "attacking peaceful nuclear facilities across the region."
Tehran condemned the Israeli regime's June 13 attack on Iranian sites as a precursor to the US assault, and reiterated that Iran's peaceful nuclear facilities are fully verified and continuously monitored by the IAEA.
The Iranian Mission went on to compare the US strike to historic atrocities, stating that it is "the first time since World War II that a Member State has used nuclear-level aggression against another, targeting peaceful nuclear facilities."
Clear Violations of International Law
Iran accuses Washington of committing a "manifest and flagrant violation of international law", citing Article 2(4) of the UN Charter, the IAEA Statute, and Security Council Resolutions 487 (1981) and 2231 (2015), as well as the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).
The letter, signed by Ambassador Amir Saeid Iravani, denounces the actions of the US and "Israel" as "savage and criminal" and urges the Security Council to convene an emergency meeting without delay to condemn the attacks and ensure "the perpetrator of such heinous crimes is held fully accountable and does not go unpunished."
Global Implications and a Call to Action
Iran warned that failure to respond would not only embolden further acts of aggression but also erode the foundation of the international legal order.
The letter urges UN member states to defend the principles of sovereignty and non-proliferation by taking "all necessary measures" under their Charter-mandated responsibilities.

IAEA Betrayal
On June 21, Iran filed a formal complaint against IAEA Director General Rafael Grossi, accusing him of betraying the agency’s neutrality. According to Iran’s Ambassador to the UN, Amir Saeid Iravani, Grossi failed to condemn "Israel’s" attacks on Iranian facilities and made remarks that Tehran viewed as tacit approval of aggression. “His silence in the face of an unprecedented act of aggression,” Iravani noted, “sets a dangerous precedent.”
Iran’s Ministry of Intelligence has reportedly obtained documents suggesting covert coordination between Grossi and Israeli officials, allegedly designed to politicize the IAEA’s oversight of Iran’s nuclear program. The documents implicate former Israeli envoy Merav Zafary-Odiz in longstanding efforts to influence the agency’s posture against Iran, including a direct line of communication with Grossi.

As regional tensions mount and the global response remains fragmented, Iran's message is direct: the era of impunity for US-Israeli aggression must end, and those who commit crimes against peace must face consequences.
