Leaked NSC plans reveal terror blueprints to aid Ukraine: The Grayzone

The United States National Security Council (NSC) developed a series of strategies for Ukrainian forces aimed at prolonging the conflict with Russia, newly leaked documents reveal.
According to documents published on Saturday, NSC experts formulated covert operational plans, including sabotage tactics inspired by Iraqi insurgents’ use of improvised explosive devices (IEDs), as well as propaganda strategies modeled on techniques used by ISIS.
The documents outline a classified NSC "playbook" detailing extreme terror operations for Ukrainian forces to employ against Russia.
A review of the documents by The Grayzone indicates that a network of academics and military intelligence personnel—some seconded to the NSC from various US government agencies, including the Central Intelligence Agency (CIA), the National Security Agency (NSA), the State Department, and the Pentagon—crafted strategies intended to bolster Ukraine’s fighting against Russia’s superior military capabilities.
The NSC’s plans also sought to prolong what it described as the US-led collective West’s proxy war against Russia, using "virtually any means" short of direct American or NATO military intervention in Ukraine or direct attacks on Russian territory.
Among the covert operations proposed were military and psychological warfare tactics specifically targeting Russian civilians, as the documents explicitly reference a directive stating, "We need to take a page from ISIS’ playbook."
The strategies outlined included the placement of "smart" bombs on Russian trains, railways, power plants, and other civilian infrastructure.
Ukrainian forces reportedly carried out these operations in direct violation of Russia’s declared red lines, following instructions from the NSC’s playbook.
Other operations detailed in the documents include cyberattacks on Russian infrastructure by "'patriotic hackers' with deniability," as well as the mass deployment of unmanned combat aerial vehicles over Kiev.
The NSC also recommended extensive training for "Ukrainian expatriates" in the use of Javelin and Stinger missiles.
According to the documents, the plans were personally delivered to Col. Tim Wright, who served as the director for Russia at the Biden administration’s National Security Council at the time and the implementation of these operations was reportedly outsourced through third parties to maintain "plausible deniability".
