Resistance leader details Gaza proposal, Hamas’ stance: Exclusive
A leader in the Palestinian Resistance reveals to Al Mayadeen the key details of an Israeli proposal concerning the Gaza Strip, including phased negotiations, the release of captives, and conditions that fall short of Hamas' core demands for a permanent ceasefire and full Israeli withdrawal.

A Palestinian Resistance leader speaking to Al Mayadeen outlined on Monday the key points of the latest Israeli proposal, which includes the redeployment of Israeli occupation forces to positions held before March 2, a 45-day term for halting military operations, the opening of crossings, and the entry of humanitarian aid—but all under Israeli-imposed conditions.
He detailed that the proposal also involves the release of nine captives, including Israeli-American soldier Edan Alexander. However, the proposal fails to meet Hamas’ core demands of a permanent ceasefire and a complete Israeli withdrawal from Gaza, he added.
The leader further warned that the plan appears designed to gradually strip Hamas of its leverage by extracting captives without securing meaningful concessions.
He further told Al Mayadeen that the Israeli proposal seeks to disarm Hamas and ensure it does not return to power in Gaza.
The plan also outlines a second phase of negotiations, which would address key issues including a permanent ceasefire, full Israeli withdrawal, the dismantling of Hamas’ military capabilities, and the future governance of Gaza. In conclusion, the leader told Al Mayadeen that Hamas has not yet responded to the Israeli proposal but is currently studying it.
Hamas says engaging with full responsibility
On Sunday, Hamas' delegation was in the Egyptian capital, Cairo, to discuss the Gaza proposal, Mahmoud Mardawi, a senior official within the movement, said on Sunday.
"We are engaging positively and with full responsibility with any proposal based on halting the aggression and the withdrawal of occupation forces" from the Gaza Strip, Mardawi posted on his Telegram channel.
The official stressed that the Palestinian group will not accept a fragmented approach limited to a prisoner deal in exchange for food, only to see massacres resume afterward, underscoring that "We will not be broken."
Hamas announced on Saturday that its negotiating delegation, led by senior official Khalil al-Hayya, had departed for the Egyptian capital, Cairo, in response to an official invitation from Egypt.
In a statement, Hamas said the delegation would meet with Qatari and Egyptian mediators to continue efforts aimed at reaching an agreement and securing a ceasefire to end Israeli aggression on the Gaza Strip.
The movement affirmed its positive engagement with any proposals that guarantee a permanent ceasefire, a full withdrawal of Israeli forces from Gaza, an end to the suffering of the Palestinian people, and the conclusion of a serious prisoner exchange deal
